Disappointed and angry. Not only are witnesses not stepping up to help out the police with this case but the behavior of some of these people while EMTs were trying to save this young man's life was appalling! I can certainly understand why his sister is so angry with these people.

Lets look at it this way, if THAT MANY PEOPLE are silent, that was one mean MotherF***ER, I mean the guy must've been something AWFUL to have that happen. I mean if I'm getting shoot in broad daylight, and 100 people see with noone coming forward as a witness, I am hated and for a good reason.

The American criminal justice system, like that in all other countries that I know of, is ridiculously inefficient. This is no slam on the brave, dedicated people who dedicate their lives to this work; the problem is that the task itself is a near-hopeless one. We consistently either convict no one of a given crime, or else (even worse!) the wrong guy. I don't remember the details anymore, but when DNA technology was first developed there was a big push to use it where possible to "double-check" the convictions of those on Death Row. The State of Illinois at first fought this-- totally irrationally, in my opinion-- but eventually a judge ruled that the checks should be allowed...

...and, if memory serves, roughly a _third_ of the people waiting to be executed, with all appeals exhausted, were found to be innocent.

Now, in the United States we treat death-penalty cases specially. No legal expense is spared on the criminal's side, and all possible appeals are filed. The goal of these extraordinary efforts is to be _absolutely certain_ that we've got the right man. I don't believe there is a more intense scrutiny-process in any other legal system in the world than for a death-penalty case in the USA. Yet in Illinois, with _lives at stake_, we were wrong _30% of the time_. How much _worse_ of a job do we do on routine drug crimes, simple assault, etc?

So, it's no wonder to me that people don't call the police. If the cops fail to convict or get the wrong guy, to put it in street language payback can be a real bitch.

Everyone knows that airport screening is a meaningless Kabuki dance-- we all go through ritualized motions and pretend that we're safer as a result. I personally believe that to a certain extent our current criminal justice system works the same way. Neither process does its job at all well, yet we _must_ pretend otherwise if society is to function. And when the wrong guys are rotting in the cells... Well, we can't afford to pay much attention to that either.

Worst of all, I don't see any fundamentally better way than what we already have to deal with either situation.
