It looks like they're clustered around the plane, but if you look at the size of the birds versus the size of the windows... well, those are some mighty big birds! I suspect it's a flock that's much closer to the photographer than the plane is.

Oh now this is vile... but all to accurate for some. The box of Kleenix was a nice touch, poor guy probably has alergies.
