You've noticed this rather late. The first script was written in 2005. Universal and 20h Century Fox where supposed to make it, with Peter Jackson as executive producer ad creative oversight by Microsoft.

However, the studios jumped off the deal and the project has pretty much been in development hell since then.

According to rumors Weta had build a fully working Warthog though and Peter Jackson seems still sure that the movie will be made.
